UNITED24 Media has reported on the October Harvard CAPS/Harris Poll.
The article focuses on how American voters see the stalled effort to end Russia’s war in Ukraine. The survey was conducted by HarrisX among 2,700 registered voters from October 24–26, 2026.
Doubts about Putin are growing. About two-thirds of voters (68%) now believe Vladimir Putin is dragging out negotiations rather than seeking peace, up from 61% in September. That view is held by 74% of Democrats and independents and by 58% of Republicans. Voters see Volodymyr Zelenskyy differently: 61% say he genuinely wants the war to end. That includes 69% of Democrats, 61% of independents and 52% of Republicans.
Both parties back pressure on Moscow. If Russia refuses to negotiate, 64% of voters support continued weapons aid to Ukraine along with new sanctions on Russia. Republicans (67%) and Democrats (66%) are almost evenly matched on this, a rare point of bipartisan agreement. Support for US security guarantees to Ukraine as part of a peace deal involving territorial concessions also rose, from 58% to 64%.
Energy costs complicate the picture. Most voters (61%) oppose US purchases of Russian oil and diesel while the war continues. Opposition is strongest among Democrats (73%) and independents (64%). Republicans lean the other way, with 54% supporting the purchases. Even so, 63% of all voters say lower fuel prices matter more to them than limiting Russia’s war revenue.
Dritan Nesho, Co-Director of the Harvard CAPS/Harris Poll, commented on the findings:
“American voters across the political spectrum trust and demonstrate goodwill towards Ukraine, but they are facing the strain of rising fuel prices and the cost of living. The data shows this is a challenge and potentially an opportunity for President Zelenskyy as he deals with the Trump administration.”
